Okay, here are all usergroup/rank capabilities.
Rights

Guests: Can view the Forum, Portal, FAQ, Search,Log In, Rules, and Creation Topics. CAN NOT Reply to topics or make topics.

Members: Can view the Forum, Portal, FAQ, Search, Memberlist, UserGroups, Member Profiles, Private Messages, Log Out, Rules, and Creation Topics. CAN reply to topics and make topics.

Expert Builders/Contributors:Everything a member can view + a special hidden forum. CAN reply to topics,make topics, and Moderate Creation topics.

Moderators:Everything an Expert Builders/Contributors can + a special hidden forum. CAN Moderate any topics and threads.

Administrators: Evreything a Moderator can + visit the Administration Panel.
